Reform Index 85. Close to zero again: the pause in reforms lengthens

Reform Index is +0.3 points for the period from May 7 – May 20, 2018. Positive developments were recorded in legislation regarding the monetary system and business environment.  The major events of this round are the NBU decree, which provides borrowers with the opportunity to choose the bank with the optimum rate for buying currency, and the abolition of the obligatory use of seals at retail enterprises for the sale of alcoholic beverages, petroleum products and household appliances repair (the seals were canceled earlier, but this sphere required a separate decision).

In the previous round the index was 0.6 points on a scale of -5.0 to +5.0. In the first quarter, Reform Index was +0.9 points and according to the results of April-May, the average value of the index slowed down to +0.5 points.
