STAGE 1 — DRAFTING

Formed if needed; may include representatives of authorities, MPs, academics, experts, business associations, and civil‑society organisations. Helps align positions and develop a balanced draft.

Involved when the act has an EU‑integration dimension. Verifies compliance with EU law and prepares the compliance table.
Cabinet Secretariat / Meeting of State Secretaries
Cabinet Secretariat
Checks completeness of documents and circulates the draft to all relevant bodies with deadlines. At the meeting of state secretaries the document's route and key comments are agreed.
STAGE 2 — COORDINATION & REVIEW
