The Ministry of Digital Transformation – the world's most advanced and efficient ministry, a model for other countries
- KPI 1: The Ministry creates value for citizens and the technology business through efficient processes and an innovative management culture
- KPI 2: A fully automated AI-based HR ecosystem is created, ensuring 100% digitalization of HR processes, reducing routine tasks by 70%, and increasing team productivity. The system becomes a best-practice benchmark for the public sector, confirmed by the Ministry's inclusion in the top 3 employers in the DOU ranking
- KPI 3: The Ministry's HR Code (strategy, technologies, and processes) is developed and presented to all other ministries
- KPI 4: A recruitment ecosystem is created that attracts talent to address key development challenges and retains the most gifted youth for education and careers in Ukraine, where everyone understands their individual development trajectory within the ecosystem
- KPI 5: The top seven leadership positions are filled by top professionals through open competition. Any position is filled within two weeks. A succession institute (personnel reserve) is created for every position (except political posts), ensuring at least one ready replacement per role

Build the world's best digital, personalized government, ensuring maximum freedom and mobility for citizens and businesses
- KPI 1: 90% of Ukrainians' interactions with the state occur through Diia, with satisfaction levels above 90%, thanks to automatic, proactive, and AI-driven digital-by-design services
- KPI 2: Digital transformation generates a significant economic and anti-corruption impact (at least UAH 100 billion annually) through effective digital governance in priority sectors
- KPI 3: A new model of registry data management is introduced – unified administrator, open technology stack, interoperability, high performance, security, and cloud infrastructure – applied to ten key state registries
- KPI 4: Ukrainians can access basic e-services (ten key services) in EU countries via the Diia mobile app, while Europeans can access corresponding services in Ukraine
- KPI 5: Ukraine introduces the world's best educational and technological ecosystem – Mriia – used by 100% of schools, 100% of preschools, 70% of vocational institutions, and 50% of university students. Twenty percent of Ukrainians make education and career decisions based on their educational trajectories in Mriia, with overall user satisfaction no lower than 80%

Build in Ukraine the most effective ecosystem for the development of technology and innovative businesses
- KPI 1: Ukraine has the most favorable and simple tax system for IT and technology companies in Europe, used by 70% of domestic firms
- KPI 2: Liberal legal regulation is introduced for virtual assets, artificial intelligence, and technology sectors (including MedTech, BioTech, EdTech, Cyber, etc.), along with mechanisms for creating and managing intellectual property
- KPI 3: The number of technology companies (startups and established IT firms) per one million people approaches the European average (≈500 per million)
- KPI 4: Legislation governing venture capital, incubators, and accelerators is enacted, allowing a fund, accelerator, or incubator to be fully established within one week
- KPI 5: Ukraine enters the Top 10 countries in the Oxford Insights ranking (2024 – currently 54th)

Every citizen has access to stable, high-speed connectivity and Internet using the most advanced technologies – in Ukraine and beyond
- KPI 1: All laws and secondary regulations on electronic communications are implemented and fully aligned with EU standards (target: 100% compliance by May 2024 ±50%)
- KPI 2: 98% of Ukraine's population has mobile broadband Internet access. The average data download speed (DL) is at least 90 Mbps using 5G (as of April 2024: 27.3 Mbps per Ookla)
- KPI 3: At least 75% of Ukrainian households have access to fixed broadband Internet up to 1 Gbps ("Gigabit Society") (as of January 2024: 38.4%)
- KPI 4: 95% of international and national highways have mobile broadband access with an average download speed of at least 25 Mbps, and 70% of railway lines have at least 5 Mbps connectivity
- KPI 5: 100% operational continuity of electronic communications networks is ensured. All networks in war-affected regions under government control are fully restored (as of May 2024: 89% restored; occupied areas – 0%)

- KPI 2: Ukraine ranks among the top 10 globally in digital literacy (DESI, ITU) and digital maturity of businesses
- KPI 3: Digital resilience is ensured, allowing sustainable and secure progress in digital transformation
- KPI 4: The Ministry is the EU integration leader among central executive authorities in Ukraine
- KPI 5: Ukraine's innovation potential is unlocked through the launch of WINWIN markets and the creation of Centers of Excellence (CoEs) uniting ecosystems across key domains
