Oleksandr Kalitenko Legal Adviser, Transparency International Ukraine
Oleksandr Kalitenko is a legal advisor at Transparency International Ukraine. Before joining TI Ukraine, he conducted research on the legal protection of whistleblowers in all 27 EU countries, focusing on human rights compliance. He developed recommendations for Transparency International Latvia and later for a working expert group led by the Latvian Prime Minister concerning the forthcoming Latvian law, for which he received a grant from the European Union.
Since 2014, Oleksandr has been involved in the development, analysis, and advocacy of new Ukrainian anti-corruption legislation. For over 10 years, he has been a public speaker and co-author of numerous studies on the specifics and development of the anti-corruption ecosystem in Ukraine. He analyzes the activities of the National Agency on Corruption Prevention (NACP) regarding electronic declarations, anti-corruption policies, conflicts of interest, whistleblower protection, and the formation of zero tolerance towards corruption, providing recommendations to enhance their effectiveness.
Oleksandr is a recipient of a scholarship from the Government of the Republic of Lithuania, where he obtained an LL.M. degree in EU and International Law from Vilnius University in 2014. His master’s thesis, supervised by the Chair of the Constitutional Court of Lithuania, focused on analyzing the interrelationship between the responsibility of states and international organizations for internationally wrongful acts.
