Yevghen has an MPA from the George Washington University (Washington DC) with a nonprofit management concentration, and an MBA from the International Science and Technology University in Kyiv. Before studying in the U.S., Yevghen worked as a communications and organization development manager at the Razumkov Center. While in DC, Yevghen studied the work of the leading U.S. think tanks. In his opinion, American think tanks better serve the needs of their society due to the tight relationships they maintain with their individual donors and better awareness of their interests.
