The Reforms Index (iMoRe) is +0.6 points for the period from May 3 to May 23, 2021, with possible values ranging from -5.0 to +5.0. In the previous round, the index was +0.7 points.

The government decree regarding open data of the Customs Service, +2.0 points

In 2020, the State Customs Service launched a portal for the publication and analysis of customs statistics. It offers detailed data on exports and imports of goods from/to Ukraine. Sometimes, such detailed data make it possible for users to identify a particular importing or exporting company. For customs authorities to be able to meet users’ demand for statistical information without violating legislation on personal data protection, the issue of publication of customs statistics needed to be addressed.

Government decree No.462 of May 12, 2021 tackles this issue. It provides rules for implementing the provisions of the Customs Code regarding the publication of impersonal, consolidated information for statistical purposes.
