According to the information spread on the Internet, the Ukrainian authorities have ordered to return all evacuated men aged 18 to 60, who must register in the military recruiting office within 24 hours. Allegedly they are all supposed to be sent to the front. It is also claimed that all men in the cities allegedly began to be taken away from the streets and shops.

However, the authorities did not issue any orders for men aged 18 to 60 about the return from evacuation but obliged them to register at the military enlistment office at their actual location and restricted their travel abroad.

As of March 15, persons eligible for military service who were not first-line reservists are being mobilized in Ukraine. Therefore, men aged 18 to 60 must register at the military enlistment office. In particular, this applies to men who come to the western regions of Ukraine from other regions.

According to the head of the Zakarpattia Regional Military Administration Viktor Mykita, men aged 18 to 60 who came to Zakarpattia region from other regions must register at the military enlistment office within 24 hours of arrival. If a man doesn’t want to do so, he can return to his previous place of residence and join the local Territorial Defense Forces.

The thesis that all men are allegedly sent to the frontline is not true, at least because certain categories of Ukrainian citizens are not subjected to mobilization. This applies to men who have a certificate of recruitment deferral and message on enrollment to special military registration or conclusion of military and medical commission on ineligibility. Persons who maintain three or more children aged to 18 years old, or raise alone a child aged to 18 years old, or maintain a child with a disability cannot be mobilized, as well. Men who are adopters or guardians also will not be mobilized.

Reliable sources do not contain information that Ukrainian men are allegedly caught on the streets in order to be registered in the military recruitment office and sent to the frontline. It should be noted that in Ukraine, there is already criminal liability in the form of imprisonment for a term of 3 to 5 years for evading conscription during mobilization.

On the contrary, it is known from reliable sources that the practice of forcible involvement in illegal armed groups is actively used in the so-called “L/DPR”. Thus, the operational-tactical group “East” on Feb. 20, 2022 reported cases of forced mobilization of the population on the temporarily occupied territory of the Donetsk and Luhansk regions.

It was noted that the russian occupiers took away everyone who came in their sight: people with diseases, criminals, the elderly, and even minors.

The same information was confirmed by the Verkhovna Rada Commissioner for Human Rights Lyudmyla Denysova. According to her, after the announcement of the general mobilization in the so-called “L/DPR”, the so-called “ministry of state security” began raids when even minors were subjected to “conscription”. In particular, in the so-called “military schools” in the temporarily occupied territories, the cadets were ordered to be on high alert for further participation in military actions.
