In issue 204 (issue 197 before the audit) of the Reform Index, no reform-related regulations have been included for the period from January 16 to January 29.
After active work at the year’s end, the authorities took a break in January, freezing the Reform Index value at 0 points, with values ranging from -5 to +5. The previous issue was not rich in reform, either. The NBU resolution on the Export Credit Agency could only raise the Index to +0.2 points, which was significantly lower than the desired pace of reforms.
For the fifth time in the history of the Index, it remained at 0. According to the previous Indices’ audited and recalculated results, it was below zero twice. The Index scored -0.1 in the 86th issue and -0.4 in the 146th issue due to the CMU resolution regarding the list of services of general economic interest, including the potentially profitable services (-0.5) and the CCU decision on the unconstitutionality of the provisions of anti-corruption legislation regarding declaring state agency representatives’ income and assets (-4.5 points).
