Roman Kuibida Deputy Chair of the Board at the Center for Political and Legal Reforms
Roman is a board member and Deputy Chair of the public expert organization “Center for Political and Legal Reforms,” where he has worked since 1999.
He was a member of the Judicial Reform Council, where he contributed to drafting the new Law of Ukraine “On the Judiciary and the Status of Judges” (adopted in 2016), the Criminal Procedure Code of Ukraine (adopted in 2012), the Law of Ukraine “On Access to Court Decisions” (adopted in 2005), the Code of Administrative Procedure of Ukraine, and the Civil Procedure Code of Ukraine (both effective in 2005). He was also a member of the interdepartmental working group that prepared draft laws on “The System of Pre-Trial Investigation Bodies and the Status of Investigators” and “On the Prosecutor’s Office” (2009).
In February 2007, he defended his Ph.D. dissertation on “Organization and Development of the Modern Judicial System of Ukraine.” He is the author and co-author of approximately 50 academic and educational publications.
He has taught at the Faculty of Law at Taras Shevchenko National University of Kyiv and at the Academy of Judges of Ukraine.
After the full-scale Russian invasion of Ukraine, he joined the Armed Forces of Ukraine.
