Recently a number of media outlets published a 28-point “peace plan”. In reality, this plan will only escalate the war in the same way as 1938 Munich “peace plan” showed Hitler that he can get whatever he wants by intimidation. Forcing Ukraine into a plan that amounts to capitulation will make a full-scale Russian attack against European NATO countries inevitable (the hybrid Russian war against these countries is already well underway), encourage aggression in other parts of the world, and ultimately lead to many more deaths and suffering at the hands of Russia.
Based on Russia’s behaviour since the 1990s—unleashing wars against Moldova, Georgia, and Ichkeria; its 11-year war against Ukraine; its hybrid war against Europe; and regular nuclear blackmail—we propose 28 points that give a counteroffer to the 28 points of the current plan. This proposal places the burden of peace where it belongs—on the aggressor.
- Russia is recognized as an empire illegally occupying lands of more than 170 peoples, including Tatars, Buryats, Kalmytks, Erzya, Merya, and many others.
- Russia withdraws all of its troops from the internationally recognized territory of Ukraine (1991 borders).
- To ensure that Russia does not invade any other countries, Russia surrenders its nuclear weapons to the EU under the control of an impartial international commission.
- Russia withdraws its troops from Moldova and Georgia and refrains from meddling into internal affairs of these or any other countries in any way, including with disinformation campaigns.
- Ukraine is admitted into NATO for the mutual benefit of both NATO and Ukraine, since the Ukrainian army now is the strongest in Europe. Upon its admission, Ukraine will be the only NATO country with experience in modern warfare.
- Ukrainian armed forces are fully integrated with NATO forces as far as logistics, management, training, etc. Russia withdraws offensive weapons beyond the Urals.
- The Ukrainian defense industry is integrated with defense industries of NATO countries, primarily the EU. Ukraine’s defense industry receives contracts and funding from the EU, including Russian frozen assets.
- NATO countries send their troops to Ukraine for training and gaining experience of modern war.
- NATO patrols Ukraine’s airspace to helps Ukrainian air defense protect Ukraine’s cities and infrastructure from Russian missile and drone attacks. In this way NATO pilots and air defense teams train for a possible war with Russia.
- European countries, the US, Japan, Australia, and other democracies join their efforts to counteract totalitarian states such as Russia and to stand up to rising authoritarianism. An attack on Kyiv or any other Ukrainian city results in a complete trade embargo on Russia and enforcement of secondary sanctions.
- The EU liberalizes its regulations to become more competitive and integrated (in line with but not limited to the Mario Draghi report).
- Democratic governments and international organizations, such as the IMF and World Bank, join their efforts to help Ukraine win the war and rebuild after the war. They provide the necessary financial resources and weapons but at the same time require that the Ukrainian government spends the money in a prudent and transparent manner.
- International sanctions on Russia are tightened and firmly controlled until Russia undergoes a regime change and comprehensive democratization under the control of the international community.
- Russia holds free and fair elections under close international supervision.
- During the war, frozen Russian funds are immediately used to buy and produce weapons for Ukraine, in close cooperation with Ukrainian Armed Forces and reputable private military producers. After the war, these funds and reparations are used for the reconstruction of Ukraine and compensation to the victims of Russian aggression.
- Russia is excluded from all the international organizations, including sport competitions and cultural events, until it withdraws from Ukraine and pays reparations in full.
- Under international control, Russia destroys its weapons-producing facilities as well as blueprints for advanced weapons.
- Russia curbs all of its uranium enrichment programs, and all the enriched uranium is shipped to France and the UK. All Russian facilities that can be used to launch long-range missiles are destroyed.
- Ukraine receives binding guarantees from the UK, France, and the US that if a nuclear state threatens its sovereignty, they will use their armed forces to defend Ukraine.
- IAEA and other international organizations help Ukraine restore the Zaporizhzhtya nuclear power plant. The plant is under Ukraine’s jurisdiction and control.
- Russia cancels its 2018 decision on non-mandatory studies of native languages. Native languages of Russia’s peoples are studied at least 5 hours a week in schools. In addition, the history of Russian colonization of native peoples is studied at least 2 hours a week in all the secondary schools. At least 150 Ukrainian-language schools are opened in Russia to fulfill the right to education of Russia’s Ukrainian-speaking minority.
- Russia recognizes that colonized peoples, first of all, Ichkerians, have the right to divest from Russia and have their own states. The international community recognizes the states that restore their sovereignty and Russia withdraws all of its troops from them.
- Russia restores its original name – Moscovia.
- Russia withdraws its armed forces from the Arctic region. Russian private military companies withdraw from Africa and other regions. Russia liquidates its private military companies and reduces its armed forces to 600,000 people.
- Russia returns all Ukrainians that it illegally keeps in its jails, issues an apology to them and pays compensation to their families. Russia immediately returns all kidnapped Ukrainian children.
- Russia surrenders its war criminals, including Putin, Lvova-Belova, and Russian military commanders, to the International Criminal Court. Other individuals responsible for aggression (funding, organizational support, propaganda, etc.) are also held liable. There is no term limit for these crimes. Russian people take responsibility for the genocidal war of their state.
- If Russia does not agree to this agreement, it will be subject to the harshest sanctions, including complete trade embargo, revocation of all visas issued to Russian citizens (except humanitarian visas), and confiscation of all the assets in one or another way related to Russia.
- Russia will start implementing this plan immediately. Otherwise, NATO troops will enter the war on Ukraine’s side.
