Reform Index 104. New approaches to training civil servants

Reform Index is +0.1 points for the period from February 11 – February 24, 2019 on a scale of -5.0 to +5.0. In the previous round the index was +0.9 points.

The major event of this round is the changes in the training system for civil servants.

Resolution on changes in the system of training civil servants, +0.5 points

Civil service reform was launched at the end of 2015. The Verkhovna Rada adopted a new law on civil service (2015). One of the transformations, to be held in this area is the change in the system of motivation of civil servants to professional development and training.

Civil servants have to take advanced training courses at regular intervals. However, the set of courses, training forms and providers of such services are limited.

With the Resolution of February 6, 2019 # 106 the Cabinet changed the system of professional training of civil servants and representatives of other central and local authorities. It is based on the European Credit Transfer and Accumulation System (ECTS). The credits of such a system will be units of measuring the amount of training load. The volume of one ECTS credit is 30 hours.
