Three Sources of Economic Losses Related to Public Procurement of Natural Gas

The Center for Improvements in Procurement has checked whether state consumers of natural gas were able to reap the benefits of the competitive market

At the end of 2015, following relevant legislative changes, budgetary institutions, municipal and state enterprises were provided with the opportunity to choose natural gas suppliers for themselves. Previously, the only option they had was to buy fuel together with the service of its transportation from the local network-owning monopolist – “oblgaz” or “miskgaz.” We have checked whether state consumers were really able to enjoy the benefits of the competitive market.
