Almost 10 years ago, target-oriented state programs were hailed as a new cure for all large problems in Ukraine. Yet the cure did not work. Tens of billions of hryvnias are currently being spent inefficiently. To be more precise, nobody knows how they are spent because instruments of control and assessment are lacking. What should we do with this part of state economy, which consumes hundreds of billions of hryvnias every year?
