Reform Index 206: Buildings, goods, and public services must be inclusive

In issue 206 (issue 199 before the audit) of the Reform Index, only one regulation (a government decree) has been included for the period from February 13 to February 26: the Cabinet of Ministers resolution on ensuring barrier-free environment, energy efficiency, and civil protection requirements. Thanks to this, the Index scored +0.3 points, with possible values ranging from -5 to +5. 

It should be reminded that the Index is calculated as an average value of six observation areas.

Resolution on ensuring barrier-free environment, energy efficiency, and civil protection requirements, +2 points

On February 14, 2023, the Cabinet of Ministers adopted Resolution No. 152 to increase the public space inclusiveness in Ukraine. Currently, only 20% of physical environment objects and 30% of civil defense structures fully or partially comply with barrier-free principles. However, this share should increase significantly with the adoption of the resolution.

From now onward, all goods (e.g., public transport) purchased with budget money or funding from international financial organizations must be available for the population groups with limited mobility. Public services must take into account the specific needs of those with impairments of cognition, vision, hearing, etc.

During the construction and restoration of damaged objects, it is necessary to consider the needs of low-mobility population groups, energy efficiency requirements, and availability of civil defense facilities, as well as meet fire and technogenic safety requirements.
