Four regulations were included in the Reform Index’s 236th issue. Between April 8 and April 21, 2024, the Index remained at +0.5 points, unchanged from the previous issue. This issue covers the creation of a center for integrated border management with the EU, which will be discussed further.
Launching of the center for integrated border management with the EU, +1 point
In April, the government adopted a resolution to establish a coordination center for integrated border management based at the Situation Center of the Ministry of Internal Affairs of Ukraine.
The center will ensure round-the-clock coordination among all agencies responsible for border crossings of people and goods. This will include representatives from customs, border guards, the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Ministry of Infrastructure, the Ministry of Finance, the State Migration Service, the State Consumer Protection Service, the Armed Forces, and the Security Service of Ukraine.
The creation of such a center is one of the prerequisites for Ukraine’s accession to the EU, as its existence is mandated by the Regulation of the European Parliament and the Council of the EU.
