The 239th issue of the Reform Index includes three regulatory acts. Covering the period from May 20 to June 2, 2024, the Index amounts to +0.3 points. The key event of this release is the new law aimed at bringing domestic workers out of the shadows.

The law regulating the labor of domestic workers, +1 point
Law 3680-IX introduces amendments to the Labor Code, adding a chapter titled “Labor of Domestic Workers.” This chapter provides definitions for “domestic work” and “domestic worker,” regulates their working hours and rest periods, and establishes rules for drafting employment contracts with them. Domestic work is defined as regular work in a single household for more than 40 hours per month. “Waiting hours,” when workers are not free to use their time at their own discretion, are also considered working hours and must be compensated.
Considering the unique nature of domestic work, which often takes place in the employer’s private residence, the law prohibits domestic workers from disclosing confidential information about the employer that they become aware of during the provision of services or while residing in the employer’s home (if the contract includes such a provision).
In return, domestic workers are guaranteed respect for their honor, dignity, and personal privacy. The employer is not allowed to withhold their personal documents (such as a passport) or influence how they spend their free time or vacation, even if they reside in the employer’s household.
It is expected that the official registration of domestic workers will protect both workers and their employers from potential abuses.
