In Ukraine, a bill has to go through  11 legislative stages before becoming a law, which takes about 160 days. During that time, the draft law goes all the way from the registration in parliament to signing by the President. The approval of a required draft law (or the rejection of an undesirable bill) is one of the main levers and prizes for most of the players on the power field. The holders of the right to legislative initiative – the MPs, the President, and the Cabinet of Ministers – try in every possible way to influence the process so as to gain an advantage.
