Law on the transfer of property between state and communal education establishments, +1.3 points

Today, education policies are aimed at creating large and capable educational institutions, where one could concentrate resources sufficient to ensure quality education. Small and understaffed schools lacking resources can incorporate with others. To make it happen for real, barriers to the transfer of property between institutions need to be lifted.

Law 1557-IX addressed this issue stipulating that state and communal education establishments that do not use their property in the educational process or to enable the educational process can transfer it free of charge to other state or communal education establishments.

The law also stipulates that the property of state and communal education establishments is not subject to privatization and can be used or leased only to provide services relating to the educational process or servicing the participants in the educational process.
