In issue 211 (issue 204 before the audit) of the Reform Index, 6 reforms have been included for the period from April 24 to May 7. The Reform Index is only +0.5 points within the range of possible values of -5 to +5 (in the previous issue, its significance was a +1 point). The issue’s main event is the mutual opening of public procurement markets for Ukraine and the EU authorities.
Mutual access to the public procurement markets of Ukraine and the EU, +1.5 points
Government Order No. 390-r is meaningful and tangible evidence of the convergence between Ukraine and the EU. Through this order, the Cabinet of Ministers implements the decision of the Ukraine-EU Association Committee on the successful harmonization of legislation between the parties and the provision of access to each other’s markets, as planned during the first and second stages (out of five) outlined in the Indicative Schedule of Institutional Reforms (Annex to the Association Agreement between Ukraine and the EU).
This decision allows Ukrainian businesses to participate in public procurement in the EU and vice versa. Currently, the change only applies to public procurement in central and local government bodies and public law organizations.
