Reform Index 237: Changes in the Medical Field

Issue 237 of the Reform Index includes six regulatory acts. From April 22 to May 5, 2024, the Index scored +0.7 points, slightly more than the previous issue. Three events in this release were dedicated to changes in the medical field, two of which are discussed in more detail below.

The new procedure for supplementing the National List with medicinal products, +1.75 points

In May, the government updated the procedure for state assessment of medical technologies.

Now, medications can be included in the National List of Essential Medicines without conducting a state assessment of medical technologies if they are recommended by the WHO (included in the WHO Model List of Essential Medicines) and their active ingredient and dosage forms are registered in Ukraine and produced by at least four manufacturers.

Note that the National List of Essential Medicines includes medications with proven efficacy that must be prioritized for procurement by state and municipal hospitals, which are either partially or fully funded by state or local budgets.

Use of telemedicine in emergency medical services, +1.25 points

The Cabinet of Ministers has expanded the use of telemedicine (remote provision of medical services in audio or video format). Now, emergency medical teams are permitted to use telemedicine both at the scene of the call and during the patient’s transportation to a healthcare facility. This is expected to enhance the quality of medical care in complex cases.
