Seven regulations were included in the 240th issue of the Reform Index, which reached +0.9 points from June 3 to June 16, 2024. This issue’s main events were the Cabinet of Ministers’ resolution on 24/7 access to environmental information on the EcoSystem platform and the Ministry of Health’s order to establish medical residency in Ukraine.

Ukrainians will receive 24/7 access to environmental information from all over Ukraine, +2 points
In June, the Cabinet of Ministers approved the Procedure for the Operation of the State Environmental Monitoring System. This will be implemented through the “EcoSystem” platform. It will facilitate interaction between the government and businesses that are required to submit environmental information while also providing Ukrainians with access to environmental data from across the country. The platform will include monitoring data on air, water, soil quality, forest conditions, biodiversity, and waste management.
The system is to be built on the principles of continuity, long-term operation, and systematic observations. Therefore, it is expected that this will allow for tracking changes in Ukraine’s environment and assessing the impact of the war on it.
The platform is planned to be compatible with similar systems in other countries.

Introduction of medical residency, +1.3 points
In June, the Ministry of Health issued an order introducing medical residency. This is a new level of postgraduate education in Ukraine. The residency will focus on obtaining a narrow specialization within a given field. Admission to medical residency will be based on a competitive process through exam results.
The residency training programs are planned to be developed in accordance with the requirements of the European Union of Medical Specialists (UEMS) and published on educational institutions’ websites.
In 2024, residency training will be available in the specialty of “Neurosurgery.”
