Unhealthy Situation: Can the Compulsory Health Insurance Work in Ukraine?

The market of voluntary medical insurance is not only unattractive and inaccessible to most Ukrainians. It is only unable to service more than 40 million people every year. The state lacks the detailed plan and the mechanism of the implementation of the system in the short-term (namely the legislative basis, the register of patients, the structure of funding etc). Therefore, before the complete reform of the health care system takes place, it is necessary to consider the participation of the social non-profit business in ensuring the access of the people with limited financial capacity to medical services of high quality.
