Law on Reorganization of Communities and Districts, +2.0 points

Law 1009-IX of 17.11.2020 is one of the final steps in the decentralization reform. It regulated succession in the formation of authorities in new communities and districts.

After the creation of new amalgamated territorial communities (1469) and districts (136 instead of 490), as well as conduction of local elections, a number of issues had to be resolved that would allow the new authorities to perform their functions. In particular, it was necessary to define the procedures for reorganization of local authorities and to differentiate the powers of district and community authorities in financing of health care, education, culture and sports institutions, etc. It was also necessary to regulate the succession of communal and state property, budgetary resources, rights and obligations, etc.

Law on the State Agrarian Register, +1.5 points

Law 985-IX of 05. 11. 2020 introduces a register of agricultural producers. It will accumulate information about agricultural producers and the activities they carry out. 

Farmers will enter information about themselves and their activities to the register by themselves. With the help of services of the register, they will be able to receive information about existing state support programs, apply for receipt of state support and permits.
