At the beginning of the year, we observed a traditional slowdown in reforms. Only four regulations were included in the 229th issue of the Reform Index. The highest rating (+1 point on a scale from -5 to +5) was given to the Cabinet of Ministers’ resolution that changes the criteria for providing temporary housing to internally displaced persons (IDPs). The Reform Index for January 1-14 stood at +0.3 points. There were as many as 16 regulations in the previous issue, with the Index value reaching +1.4 points.

The procedure for providing temporary housing for IDPs has been improved, +1 point
At the beginning of the year, the Cabinet of Ministers adopted a resolution expanding the list of priority categories for providing housing to IDPs. Families of the deceased (captured), large families, single parents, pensioners, and disabled individuals have been joined by the families of service members participating in combat operations, internally displaced persons who have been displaced for the second time after 2014, IDPs whose housing has become unfit for habitation due to Russian aggression, and those who are residents of a community that provides housing support. However, internally displaced persons have been excluded from eligibility for temporary social housing if they or their family members have housing suitable for living in the Ukrainian-controlled territory (no less than 13.65 square meters per person).
With this resolution, the government prohibited local authorities from excluding IDPs from registration as citizens in need of temporary housing due to the absence of available housing stock. The new approach will allow for an accurate assessment of how many IDPs require temporary social housing from the state and attempt to meet this need.
